Regan was born and raised in Yarmouth. He earned his Bachelor of Arts in Commerce from Mount Allison University in 2013, and his Juris Doctor from the Schulich School of Law at Dalhousie University in 2017. Regan articled with the firm and was called to the bar in 2018, joining the firm as an associate. In 2022, Regan became a partner with the firm.

Regan conducts a general practice in the Yarmouth and surrounding area focusing on Real Estate, Corporate, Criminal Law, Wills/Estates and Personal Injury matters. Regan has appeared at every level of Court in Nova Scotia, from the Small Claims Court to the Court of Appeal.

Regan is a member of the Real Estate Lawyers Association of Nova Scotia (RELANS), the Atlantic Provinces Trial Lawyers Association (APTLA), the Association des Metis-Acadiens Souriquois (AAMS) and the Association des juristes d'expression française de la Nouvelle-Écosse (AJEFNE).

In his spare time, Regan enjoys playing golf, hockey and spending time with his wife, son and their dog.
