Raymond was born in Sydney, Nova Scotia, however, he has lived in Yarmouth, Nova Scotia for practically all of his life. Raymond earned his Bachelor of Arts degree from Saint Mary's University in Halifax, Nova Scotia, and his Bachelor of Law degree from Dalhousie University in Halifax, Nova Scotia in 1990. Raymond articled for Pink Macdonald Harding in Yarmouth, Nova Scotia, and was admitted to the Nova Scotia Bar in June of 1991.

Raymond conducts a general practice in the Yarmouth and the surrounding area, focusing on Criminal Law, Family Law, Real Estate, Fisheries, Corporate, Wills and Estates and Personal Injury claims. Raymond is currently the solicitor for the Municipality of the District of Yarmouth and represents the Department of Health in Adult Protection matters in Yarmouth and Digby counties.

Raymond has served in the past as a member of the Canada Pension Plan Review Tribunal, a representative of the Yarmouth area on the Nova Scotia Branch of the Canadian Bar Association, a member of the Board of Directors of the Y.M.C.A., a member of the Board of Directors for the Yarmouth Boys & Girls Club, a Director of the Yarmouth Golf & Country Club and has assisted in coaching and organizing various sporting teams in the Yarmouth area.

Raymond has two children, Raymond, Jr. and Breanna, and in his spare time enjoys going to his cottage and playing baseball and basketball.
